the "alphabet" which is more of just characters consists of the vowels a ee oo eh oh. No other vowels. Each character has it's own syllable like = ka, sa, da, ki(kee), a, i(ee), etc. So yeah, to answer questions:
"Then how do Japanese characters work?" It's very complicated u_u; well it's complicated AND simple.
"Are there consonants and vowels, or is the alphabet consistant of sounds?" Yes, there are consonants AND vowels. And I'm not quite sure what you mean by consistant of sounds? o.o; it's just a bunch of consonants and vowels well...not ALL the consonants that english has, or all the vowels that english has.
Vowels: A, I, O, U, E (ah, ee, oh, oo, eh)
Consonants: K, D, R, B, P, W, Y, V, M, H, G, Z
And lastly, is the "NN" or "MM" noise that has its own character completely random but hey, it's there. It's sounds kind of like the "N" in "Hen" only a little more of a combination with the "mm" in "hmm".
Anyway, I'm not a major in Japanese so I don't know everything about it. But I hoped that helped answer your questions
